MINUTES

BOARD OF DIRECTORS MEETING

 July 12, 2007

 The meeting was called to order by Secretary Jeff Miller at 6:30 pm.  The Officers and Directors present were Jillian Chandler, Jeanette Gavin, Michael Gavin, Roy Hanson, Jeff Miller, and Marshall Pumphrey.  Directors Judith Blevens and Kenneth Cinotto were absent because of conflicting obligations.  Twenty-four additional BSRA members and visitors were present.

 The meeting agenda was approved.

 The minutes of the June meeting were approved.

 There was no Long Beach Police Department representative present, so there was no report.

 Secretary Jeff Miller requested reimbursement of $32.48 for purchase of a Mailboxes Etc. copy card, which was approved.

 Treasurer Jeanette Gavin reported the checking account has a balance of $2,233.05. This is twenty dollars more than last month, due to two additional paid memberships. Ms. Gavin noted the association's annual insurance payment of $1,451.00 will be due soon. A motion was approved to pay this bill when due, and to add Jeff Miller as a signatory on the checking account, since amounts greater than $200.00 require advance approval and two signatures.

 Jeanette Gavin, the BSRA representative on the Parking Commission, reported the issues discussed at last month's Parking Commission meeting. These were the status of the alley repair project, the Conservation Corps contract, the changes in parking meter hours of operation, the Park Avenue parking lot, sidewalk signage, and pothole repairs.

 Secretary Jeff Miller reported the status of the Cabo Cantina restaurant property: The City of Long Beach Planning Department has issued a set of required "corrections", to which the business has responded with revised plans. These plans have not yet been reviewed by the city. Jeanette Gavin related the recent incident in which automobiles were towed from the unused Cabo Cantina parking lot. Mr. Miller presented a draft of a letter to the city requesting conditions to be placed on the business license. A discussion of the proposed conditions followed. Jeanette Gavin expressed concern about separation of Cabo Cantina from Belmont Grill, for revenue purposes related to alcohol sales. Roy Hanson suggested sharing parking between the library and Cabo Cantina. After discussion, the letter was approved, with one minor change: the prohibition of televisions was deleted. The letter will be sent to Council member DeLong, with copies to relevant city staff and the State of California Alcoholic Beverage Control (ABC).

Kate Karp reported her work in polling neighbors to select a name for the Livingston Drive service road. The name "Lois Lane" was chosen by popular vote. A motion was approved to submit this name to Council member DeLong for action.

 Director Michael Gavin revisited the issue of the current Executive Board vacancies and appealed for interested association members to serve. Bill Lorbeer and two others volunteered; Mr. Gavin suggested they be appointed immediately. He explained his disagreement with the opinion expressed last month that appointment of Bill Lorbeer would be a conflict of interest. Melinda Cotton detailed the current and potential conflicts of interest. Eleven additional people in the audience spoke to this issue -- all except one agreed this would be a conflict. Several others in the audience volunteered to serve on the board. It was decided to wait until the election in September to fill the vacancies.

 Jeff Miller announced the city campaign to repair broken sidewalks and requested volunteers to coordinate the reporting of problem locations to Council member DeLong. Kate Karp volunteered to lead this effort and Barbara Mondas volunteered to assist her.

 Mr. Mark Hungerford from the Long Beach Planning Department reported the current activities and issues in the district, which include: the SeaPort Marina Hotel project of Lennar Corporation, the hearing of which was postponed until November, the water pipeline replacement at The Toledo, and a report by Carolyne Bihn on standards variances scheduled for Thursday, July 19.

 Ms. Julie Maleki from Councilman Gary DeLong's office announced a fund raising event at the "Tot Lot" on Livingston Drive, and a meeting to present the results of the recent survey of residents regarding the Livingston Drive parking lot.

 Jeff Miller announced the General Membership Meeting and Board of Directors election to be held September 13. He issued a call for nominees for board offices. A motion was approved authorizing the secretary to mail notices of the September meeting.

 Mike Ruehle expressed his concern that the city's Zoning Administrator, Carolyne Bihn, continues to grant standards variances detrimental to residents. He has appealed some decisions and urged continued oversight.

 The meeting was adjourned at 7:53 pm.
